The Collapse of the 28-Article Peace Initiative for Ukraine: Why Peace Negotiations Continue to Stumble

Europe experienced widespread relief on Monday, as the crisis sparked by the presentation of a new comprehensive peace framework for ending the war appeared – briefly – to have been contained. A Washington representative spoke of "substantial progress" after diplomatic discussions in Geneva. On Monday night, Moscow made its retaliation: a renewed assault of missile and drone strikes on Kyiv.

The Rhythm of Peace Talks and Military Action

The sequence of conflicting incidents captured the grim essence of the current period. By day, political struggles are conducted: hopeful statements are delivered from different nations. Immense energy is expended on managing specific proposals. By night, the Kremlin forcefully demonstrates the world that, for them, conflict continues to be the main instrument for achieving "resolution".

Nocturnal Warfare

As Russia's attack progressed into the early hours of Tuesday, the current condition of Ukraine's vulnerability was exposed. Ukraine is equipped to monitor projectile deployments from Russian territory, a capacity enabled by up-to-date information. From observation points, defense planes that had been scrambled to counter approaching guided weapons streaked across the sky – modern combat jets supplied to Ukraine by European allies.

Shortly after, Kyiv's air-defence systems engaged: defensive missiles deployed against a hostile projectile. This was a advanced protection mechanism at work, probably supplied through partner states. Every deployment shakes the surroundings, rattling buildings. The moment of terror quickly transforms into sober acceptance: maybe the hostile projectile won't strike its target this time, preventing destruction from catastrophe and additional electricity failures.

Ongoing Risks

Following this, a large-caliber weapon fired at a drone somewhere nearby, part of a defensive team – most likely imported technology. Sadly, the projectiles didn't strike the hostile drone – it pressed on overhead toward its destination.

Intermittently, this continued until dawn. Kyiv awoke to the early updates: seven people killed, damage and infrastructure problems in many homes as a result of the evening attack. As always, everyone still maintained normal activities – experiencing conflict. But those full day illustrated Ukraine's essential dependence on external assistance – a need that neighboring countries are evidently unprepared to replace in the immediate future.

Ineffective Peace Efforts

The comprehensive proposal from US administration provoked deep reactions, controversy and serious worry – and briefly redirected concern from Ukraine's major integrity crisis in years. Yet, we have seen this script before, after earlier high-level meetings and bilateral conferences.

Every new approach from US leadership unfolds according to the consistent cycle: a negotiation push against Ukraine, which Kyiv, with other European capitals, effectively counters. They stabilise the situation but never actually achieve victory. This cycle will, undoubtedly, persist.

Strategic Calculations

It is tempting to accuse certain parties of consistently pushing Moscow's conditions. But that does not seem to be the complete picture. Washington works based on a premise familiar among seasoned negotiators: you cannot secure via talks what you have failed to defend militarily. The White House presumes that it is unfeasible to pressure the Kremlin to relinquish the territory that it already controls in Ukraine's occupied territories.

The issue is that while recognising this factual reality, US leadership does minimal to prevent Kremlin actions, through words or deeds, from thinking that the status quo will not evolve additionally in its benefit in the coming year.

Opposing Positions

Therefore, Moscow is confident that the clock favors them – that Ukraine and its partners are coming close to fatigue. Their reason to agree to terms that does not give them the largest achievable advantage is virtually nonexistent. There may be multiple initiatives to end hostilities, but they will persist as long as Russia's government remains supremely confident in the conclusion.

On the contrary, Ukrainian leadership believes that Ukraine can still endure, gradually sacrificing lives and land but averting a entire defensive failure until circumstances change in its advantage.

Current Realities

Factually, there are no genuine requirements for a ceasefire. Now, subjective factors are becoming relevant: leadership ambitions to mediate resolution and obtain worldwide acknowledgment, and the government's double obstacles – on one hand, not to distance important partners, and on the other, to unite the population around the country's interests against any proposal Kyiv finds unsuitable, so that their attention does not move to domestic problems. And although their objective will now be significantly challenging after latest incidents, it remains very improbable that this will modify their basic position.

These two forces are driving the talks.

Assessment and Future

It took a just a single week to kill the 28 points of the most recent proposal. Assertive and inconsistent approach of the matter by American leadership, resistance by Ukraine and the remaining European nations, along with soothing efforts of negotiators, and finally, recent disclosures, all achieved their purpose.

While new plans based on old ideas are forthcoming, Kyiv, London and other allied nations should arrive at a critical understanding: Ukraine and Europe will only be able to fend off negotiation assaults from Washington that are rooted in Kremlin requirements and show particular unwillingness to modify developments, if they stand together and enhance their military capacity at a considerably quicker tempo. If they do, no combination of diplomatic or military actions will be able to overcome them. In the meantime, Ukraine's capability to repel nightly air assaults will, for the foreseeable future, primarily depend on continued Western support.
